當地時間3月20日晚，伊拉克石油部消息人士稱，伊拉克政府決定對在伊外國石油公司負責開發的所有油田實行“不可抗力”措施。若是在油田開發合同履行過程中出現了無法預見或無法避免的突發事件，導致油田暫停生產，伊拉克政府在“不可抗力”因素下將不追究外國石油公司未完成產量或投資額的違約責任。（總臺記者 米春澤）
