中共中央政治局委員、國務院副總理劉國中2026年3月30日至4月2日到浙江、江西調研。他強調，要加快建設現代化水網，全面推進江河湖庫保護治理，不斷提升水安全保障能力。

Chinese Vice Premier Liu Guozhong has called for efforts to accelerate the development of a modern water network, comprehensively advance the protection and management of rivers, and continuously improve capabilities to safeguard water security. Liu, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during an investigation tour to the provinces of Zhejiang and Jiangxi from March 30 to April 2, 2026.

【知識點】

《中華人民共和國國民經濟和社會發展第十五個五年規劃綱要》提出，加快建設現代化水網，增強洪澇災害防御、水資源統籌調配、城鄉供水保障能力。

水利部表示，“十五五”時期，我國將加快建設“系統完備、安全可靠，集約高效、綠色智能，循環通暢、調控有序”的現代化水網。基本建成中線引江補漢工程，推進一批跨流域跨區域重大引調排水工程規劃建設；推進區域河湖水系連通和引調排水工程建設；加快控制性調蓄工程和重點水源工程建設，基本建成現代化水庫運行管理矩陣。與此同時，打通水網“最后一公里”，推進灌區現代化建設與改造，新增耕地灌溉面積4000萬畝。農村供水標準化建設和管護模式全面落地，農村自來水普及率達到98%，規模化供水工程覆蓋農村人口比例達到78%，縣域統管和專業化管護比例達到90%。

統籌水資源、水環境、水生態治理，推動重要江河湖庫生態保護治理，基本消除城市黑臭水體。

We will make concerted efforts to improve aquatic environments, water resources, and aquatic ecosystems, strengthen ecological conservation of major rivers, lakes, and reservoirs, and generally eliminate black, malodorous water bodies in cities.
